Late Rustam Ali, father of Bellal Hossain Bhuiyan, was an ordinary cultivator. Inspite of that he was a lover of education and a broad-minded man. While giving education to his own children , he used to encourage the boys and girls of his area to have education. The father is dead, but the son is bearing the ideals of the father. So, Bellal Hossain Bhuiyan has established the Raipur Rustam Ali Degree College in memory of his father. The institution is playing a vital role in spreading education in the area. An institution free from politics and smoking, Rustam Ali Degree College is a proud name in the educational arena of Lakshmipur. One of the characteristics of Rustam Ali Degree College is the introduction of technical education. There is no provision for such education in any other college of Lakshmipur. It may be mentioned here that in the year 2000, Raipur Rustam Ali Degree College was recognized as the best college in the district. For two years from inception the college gave free tuition to the students.

Samsunnahar, the late mother of Bellal Hossain Bhuiyan, was a learned woman. She was eager for the educational development of her family and the area. She thought that if the people of the area were educated, the area would be developed. In order to keep alive the sacred memory of his mother, Bellal Hossain Bhuiyan established the Samsunnahar High School in 1993. It stands on one acre of land. The present enrolment of the school is 628. The percentage of pass from this school was 60 in the SSC examination of 2000 and 50 in 2001. Situated in a remote corner of the country, the school has provided educational opportunity to the girls of the surrounding areas. 

In the Holy Quran, acquiring knowledge has been made compulsory for every man and woman. It is told in the sacred Hadith-'Go to distant China in the pursuit of knowledge'. The religious education is a part of that knowledge. Rustam Ali Forkania Hafizia Madrasha is another contribution of Bellal Hossain Bhuiyan to impart religious education to the children of the area. It has earned reputation as an ideal institution of religious education not only in Raipur but also in the whole of Lakshmipur.

Al-Arafa Kamil Madrasha

A centre of Islamic education

Mr. Bellal Hossain Bhuiyan has recently established the Al-Arafa Kamil Madrasha as per request of the people of his area. This newly-established Madrsha has created an eagerness among the students interested in madrasha-education. At the very beginning, 750 students got admitted there from the Nursery to Kamil class. The facilities provided by this institution include free studentship and free supply of books to the students. Teacher's salary and other expenses are borne by the management.

Raipur Sub-post Office

A unique media of communication

The postal department is regarded as an easily available cheap media of rural communication. But this facility has not yet been extended to all corners of the country. In this context, at the initiative of Bellal Hossain Bhuiyan, a sub-post office has been established at Raipur. It has greatly reduced the inconvenience of the local people in respect of postal communication with their near and dear ones at home and abroad including foreign remittances. It has been recognized as the best post office of Lakshmipur.

Oxford Kindergarten of Raipur is a testimony to the fact that arrangement for modern child education is possible even at a remote corner of the country. Oxford Kindergarten is commited to proper mental development of the child through modern education. With a developed campus in a beautiful natural environment and an effective teaching-method, Oxford Kindergarten has already become an ideal educational institution. This is also a contribution of Bellal Hossain Bhuiyan. In view of the failure of students to have proper education in the primary schools, he has established this English school.
